Germany, as a country poor in natural resources, must do everything in its power to maintain a high standard of education. The results of the Pisa studies show a dramatic downward trend over the last few decades.
Josef Kraus, long-standing president of the German Teachers' Association and headmaster of a secondary school, drew attention to the precarious state of German education very early on in the debate on spelling reform, and increasingly so thereafter.
